«Балканы – за мир, безопасность, сотрудничество и партнёрство»

10 октября 2025 года член-корр. РАН Ал.А. Громыко, директор Института Европы РАН, принял участие в режиме онлайн во Второй международной конференции «Балканы – за мир, безопасность, сотрудничество и партнёрство» в городе София.

Мероприятие проводилось по инициативе болгарской Национальной ассоциации по международным отношениям (NAIR) и Стратегического института национальной политики и идей (SINPI). Основной тематикой конференции стали вопросы геополитических трансформаций, их последствия для Балканского и Черноморского регионов. Модератором заседания был посол Чавдар Минчев, старший советник  президента Болгарии (1990-1991), исполнительный директор NAIR.

Ал.А. Громыко выступил в первой пленарной сессии, рассказав о современном положении дел в сфере контроля над вооружениями и стратегической стабильностью. В частности он отметил: «The ideal of a nuclear weapon-free world is a distant one. The “nuclear five” and the other four nuclear states have not changed their view on the role of nuclear weapons and continue considering them as a strategic factor to deter rivals. The concept of strategic stability in the strategic thinking of the nuclear states still is firmly based on the principle of mutual assured destruction. In the present day world it is difficult to see how it can be replaced any time soon by some less lethal doctrines. As to the bilateral Russia-USA track, it is obvious that the New Start treaty will not be prolonged after it expires in February 2026. However, it is possible to urge the two states to keep their commitment to the ceilings introduced by the New Start in 2010 and to the 1988 ballistic missile launch notification agreement. Such a commitment cannot be indefinite, first of all because China is building up its nuclear arsenal. But it can be temporary and conditioned on a decision of Moscow and Washington to resume the dialogue on the future of strategic stability. Recently President Putin proposed to prolong for one year the restrictions according to the New Start. Later Donald Trump expressed his support of the idea. It is extremely important that this praiseworthy intentions develop into structured decisions».
